Challenge
GRIT Engineering, Lead Structural Engineer on the Northland Transportation Alliance (NTA) bridges programme, needed a quantity surveying partner who could deliver fast, reliable construction cost estimates across a pipeline of bridge repair and strengthening projects — as well as flexible advisory support on the contract side when questions arose outside a formal QS scope. BPM was engaged to provide QS/estimating and Engineer to Contract (ETC) services across three initial projects: Waipu Caves Road, Mamaranui Bridge Road, and Ruakaka Recreation Centre.
Approach
BPM's quantity surveying team worked directly alongside GRIT's design engineers to prepare itemised Engineer's Construction Cost Estimates for each project, delivering Bills of Quantities — supplied both with and without rates to suit GRIT's internal and external reporting needs. The scope and pace of delivery were matched to each project's size and budget, from major structural repairs through to smaller, faster-turnaround jobs. Alongside the QS work, BPM also provided ad-hoc, informal Engineer to Contract advisory support, giving GRIT's team quick access to experienced construction advice as questions came up.
Waipu Caves Road | Bridge Repair & Strengthening

BPM prepared a detailed construction cost estimate for the repair and strengthening of the Waipu Caves Road bridge, giving GRIT cost certainty on the maximum expected project spend while design was still progressing.
Mamaranui Bridge Road | Timber Deck Repair

A smaller-scale repair project requiring a lean, responsive cost estimate. BPM scaled its QS process to match the budget and timeframe, delivering the same rigour as larger projects without the overhead.
Ruakaka Recreation Centre | ETC Advisory Support

Services: Ad-hoc Engineer to Contract (ETC) advisory support
Informal, on-call advisory support for GRIT's team, providing a trusted second opinion on contractual and construction questions as they arose — without the need for a formal ETC or Engineer's Representative appointment.
