Pacific Islands Project Management — Community. Infrastructure. Done Right.

BPM Ltd is a client-side construction project management consultancy with active project experience in the Pacific — including Fiji — and established partnerships across the region. We help governments, NGOs, developers and communities plan, procure and deliver projects that genuinely matter.

Building in the Pacific isn't the same as building in Auckland or Wellington. The tyranny of distance, supply chain complexity, local contractor capacity, government procurement rules, import logistics, climate exposure, and community sensitivities all stack up fast. Without experienced, independent project management on your side, costs blow out, programmes slip, and outcomes fall short of what the community deserves.

That's where BPM comes in.

We've worked in the Pacific. We understand the rhythm of getting things done in Fiji — the relationships you need to build, the contractors who deliver, the ones who don't, and how to structure contracts and programmes to protect your project when things inevitably get interesting.

We act purely on the client's side. We're not tied to a contractor, a designer, or a supplier. Our only job is to protect your interests, your budget, and your community outcome.

  • Fiji is our primary Pacific base of operations.
BPM has direct project experience in Fiji, including high-rise commercial office fitout and relocation work. We know the local construction market, understand Fiji's regulatory environment, and have relationships with local contractors and consultants on the ground. Whether you're delivering a government fitout, a school upgrade, a health centre, or a commercial development — we know how to make it happen in Fiji.

We also work in Papua New Guinea
PNG presents some of the most complex construction environments in the Pacific — remote access, significant community stakeholder requirements, a challenging contractor market, and multi-agency government procurement. BPM brings independent oversight and structured delivery frameworks that help PNG-based clients cut through the complexity and get results.

    Tonga
We have strategic partnerships in place to support projects in Tonga. Community infrastructure, government-funded capital works and donor-funded development projects are areas we're well positioned to support.

    Vanuatu
A growing development pipeline — particularly in education, health and public infrastructure — means capable project management in Vanuatu is increasingly in demand. We're ready to engage across public and private sector projects in Port Vila and beyond.

That matters for two reasons. First, local presence means faster response times, better contractor relationships, and a genuine understanding of the specific risks and dynamics of the Queenstown market. Second, our independence means we have no commercial relationship with contractors or designers — our only obligation is to the client, and our only measure of success is your project outcome.

BPM is a New Zealand-owned consultancy with a track record of delivering complex projects across the country — from award-nominated council infrastructure in Golden Bay to national retail rollout programmes in Auckland and landmark EV infrastructure in Christchurch. We bring that same standard of independent project management to every project we take on in Queenstown, regardless of scale.

  • Community Infrastructure

Roads, water, power, public amenities — these are the projects that change daily life for Pacific communities. BPM brings rigorous programme management and local contractor coordination so that infrastructure funded by government or donors actually gets built to standard, on time, and within budget.

    Schools & Education Facilities

We have deep experience managing school construction and refurbishment in New Zealand — including Ministry of Education projects — and we bring that same discipline to the Pacific. Whether it's a new classroom block in Nadi, a school hall in Lautoka, or a vocational training facility in Port Moresby, we manage design coordination, procurement, contractor performance, and delivery from start to finish.

    Hospitals & Health Infrastructure

Health construction is unforgiving. Infection control requirements, complex engineering, commissioning requirements, and the need to maintain operations during construction all demand experienced client-side oversight. BPM manages the complexity so health authorities and donors can focus on the patient outcomes, not the building problems.

    Government & Donor-Funded Projects

We understand how government and donor funding works — ADB, World Bank, DFAT, NZ MFAT, and SPC-aligned programmes all have specific procurement, reporting and accountability requirements. BPM's structured project management frameworks are built to meet those standards. We help government clients, NGOs and development agencies spend their capital wisely and report with confidence.

    Commercial Fitouts & Relocations

As demonstrated through our Fiji high-rise commercial office fitout and relocation project, BPM has the experience to manage complex commercial projects in Pacific Island environments — coordinating local contractors, managing imported materials and fitout components, and delivering a quality result in a market where quality control is not a given.

  • One of the most important things we do in the Pacific is work effectively with local contractors - not around them.

Pacific Island governments, donor agencies and community stakeholders rightly want to see local businesses engaged and local skills developed. We design procurement strategies that genuinely support local contractor participation while still protecting the client through appropriate contract structures, payment mechanisms and performance monitoring.

In Fiji, there is a solid core of capable local contractors across civil, building and fitout trades. We know who they are, how they operate, and how to get the best from them. In PNG, local contractor capacity varies significantly by region and trade — we build procurement strategies that account for this reality rather than assuming a NZ or Australian delivery model will just translate.

We're straight with clients about what local market capacity can realistically deliver, and we structure projects accordingly. That honesty — and the relationships that come from treating local contractors as partners, not problems — is part of what makes BPM different.

  • Independent. We work for you — not the contractor, not the designer, not the funder. Your budget and your outcome are what we protect.

Experienced in Pacific delivery. We've done it. We've navigated Fijian supply chains, managed Pacific-based contractor relationships, and delivered projects in environments that would break a PM who'd only ever worked in NZ.

Structured but pragmatic. We use proper project management frameworks — programme, cost control, risk registers, contract administration — but we're not so rigid that we can't adapt when the shipping container is three weeks late or the wet season arrives early.

Culturally aware. Successful construction in the Pacific requires respectful community engagement, an understanding of local decision-making rhythms, and the patience to build trust before you build anything else. BPM gets this.

Connected. Through our NZ base and Pacific partnerships, we bring a regional network of consultants, specialist contractors and procurement advisors that most Pacific Island clients simply don't have access to independently.

    Project Types We Support:

    • Government ministry and public sector fitouts and relocations

    • School construction, extensions and refurbishment

    • Community health centres and hospitals

    • Public amenities and civic buildings

    • Donor-funded infrastructure and capital works programmes

    • Commercial office and retail developments

    • Remote site infrastructure and access projects

    • Feasibility, procurement planning and pre-construction advisory

  • Can BPM manage a project entirely remotely from New Zealand?
For some project types and phases, yes. For construction delivery, we believe in boots on the ground — either through regular site visits from our NZ-based team or through our established Pacific partnerships. We'll be honest with you about what the project needs and how we'll resource it.

Do you understand how ADB, DFAT or NZ MFAT-funded projects work?
Yes. We're familiar with the procurement, reporting and compliance requirements associated with major development funding agencies. We can support both clients and in-country implementing agencies to meet those requirements.

Do you work with local Pacific contractors?
Always. We actively support local contractor participation and design our procurement strategies to maximise local engagement while protecting the client's interests.

Have you worked in Fiji before?
Yes. BPM has direct project experience in Fiji including commercial office fitout and relocation work. We understand the local construction market, consultant landscape, and regulatory environment.

    How do I get started?
Get in touch. We love a good flat white conversation - in person or even a video call - let us know what works for you.

Pacific & NZ projects, done well.
