BPM provided end-to-end project management services for a large-scale commercial office fitout and relocation within a high-rise tower in the Fiji, Pacific Islands.

The project involved full interior fitout of a new tenancy floor, coordinating the physical relocation of an established office operation while maintaining continuity for the client.

Working locally, with our local partners, we successfully managed supply chain complexity, sourcing materials to programme, local regulatory considerations, and the logistics of regular site with additional oversight from New Zealand. BPM assembled a blended team of New Zealand and Fiji based project management and quantity surveying professionals alongside critical local expertise, ensuring both technical rigour and on-the-ground effectiveness.

Quantity surveying services were integrated into BPM's project management scope throughout, with BPM's own QS working alongside a locally engaged quantity surveyor during the early stages to establish a sound understanding of Fijian market rates, local supply conditions, and contractor pricing. This dual-resource approach to cost management was critical to validating contractor pricing in an offshore market where NZ benchmarks have limited applicability. Ongoing QS support covered variation assessment and cost reporting through to construction completion.

BPM held lead consultant responsibility, with a local interior designer and local quantity surveyor engaged as sub-consultants. This structure allowed BPM to maintain quality and programme control while embedding genuine local knowledge into procurement, contractor engagement, and market pricing.

A design-build procurement pathway was recommended and adopted for the main contractor, accelerating the design phase and ensuring specified materials could be sourced within the required timeframe. BPM also held the Engineer to Contract role, providing formal contract administration throughout construction.

The project was delivered on an accelerated programme, requiring intensive supervision, QA oversight, and proactive programme management across an international supply chain and local contractor base.
